Yes, on a schedule set by your jurisdiction, typically an annual visual inspection and a hydrostatic test every few years. Dive shops will not fill an out-of-date cylinder.

What causes cylinder corrosion?

Water inside from a bad fill or a wet valve, and externally from salt trapped under boots and against the base. Both are preventable with rinsing and careful filling.

Should I store cylinders full or empty?

Neither extreme. Common practice is to store with a small residual pressure, which keeps moisture out without stressing the cylinder, and to store upright in a cool place.
